National Apprenticeship Promotion Scheme(NAPS)

Industries worldwide need a work ready talent pool to meet their manpower requirements and
meet productivity targets. Most often manpower that is available does not meet the basic skill
requirement of industries that want to hire them, leaving millions of jobs unfilled.
Apprenticeships bridge the skills gap by training youth in the Skills required by the industries thus
creating a productive workforce and addresses the need of making youth employable. To increase
greater participation by the industries in the apprenticeship program, the government has made
amendments to the old apprenticeship act and launched the National Apprenticeship Program
(NAPS).
The Leather industry comprises mostly of Micro, Small and Medium Enterprises (MSMEs) and is
extensively skill based. Hence, there is a huge demand for Skilled resources, implementation of
apprenticeships by adopting the NAPS scheme will address this talent shortage.
It is mandated under the law for all establishments having more than 40 employees to engage
apprentices.
Financial Benefits under NAPS
Basic training cost of up to INR 7500 is shared with Basic Training Providers (BTPs). The industries
can become the BTP. The industry also gets 25% of the prescribed stipend amount, subject to a
maximum of INR 1500 per month per apprentice as incentive for implementing NAPS in their
establishment.
In the past 1 year, Leather SSC has signed 2500+ contracts for apprenticeships, added 3 new Basic
Training Partners (BTPs), and started middle management apprenticeship training based on the
curriculum of Line Supervisors – Footwear in Alphine Apparels, New Delhi.
